This Skill Set will provide you with the units of competency required for Statutory Managers and Supervisors in Western Australia.

This Skill Set provides three units to cater to those who are employed and require any or all of these units to meet the Department of Energy, Mines, Industry Regulation and Safety (WorkSafe) requirements for being appointed to or holding statutory positions within the mining industry.

  • BSBWHS411: Implement and monitor WHS policies, procedures, and programs.
  • BSBWHS414: Contribute to WHS risk management.
  • BSBWHS513: Lead WHS risk management.

Statutory positions are classified into several categories, each imposing different obligations on the appointed person and requiring different levels of knowledge, experience, and formal qualifications. For training purposes, statutory positions are classified as either:

Statutory Supervisor
There are seven supervisory statutory positions requiring the two units:

  • BSBWHS411: Implement and monitor WHS policies, procedures, and programs.
  • BSBWHS414: Contribute to WHS risk management.

These positions include:

  • Underground supervisor (non-coal)
  • Underground supervisor (coal)
  • Restricted quarry manager
  • Statutory supervisor
  • Mine air quality officer
  • Noise officer
  • Electrical supervisor

Statutory Manager
There are seven managerial statutory positions requiring all three units:

  • BSBWHS411: Implement and monitor WHS policies, procedures, and programs.
  • BSBWHS414: Contribute to WHS risk management.
  • BSBWHS513: Lead WHS risk management.

These positions include:

  • Site senior executive
  • Exploration manager
  • First class mine manager (non-coal)
  • First class mine manager (coal)
  • Quarry manager
  • Underground ventilation officer
  • Radiation safety officer

  • Secondary school aged persons (in 2025, students born on or after 1 July 2007 who are at least 15 years old in 2025) undertaking training that is not part of a VET Delivered to Secondary Schools program, the maximum course (tuition) fee chargeable is $420. Additional resource fees and discretionary fees may apply. 
  • VET Student Loans for eligible courses and fee caps may be subject to changes implemented by the Australian Government.
